Revision of the "Vision for Building a Disaster-Resilient Capital: Tokyo"
The national government and the Tokyo Metropolitan Government are collaborating on both infrastructure and policy to vigorously promote disaster-resilient urban development
The national government and the Tokyo Metropolitan Government established the “Liaison Council for Building a Disaster-Resilient Capital City of Tokyo” with the aim of vigorously promoting disaster-resilient urban development in the capital city of Tokyo to prevent catastrophic damage caused by large-scale floods and earthquakes directly beneath the capital.
In December 2026, they formulated the “Vision for Building a Disaster-Resilient Capital City of Tokyo.”.” Now, taking into account recent changes in social conditions and lessons learned from the Noto Peninsula Earthquake, among other factors, we have conducted extensive deliberations to further strengthen and advance our existing efforts. At the Liaison Council meeting held on March 3, 2026, we compiled a revised version of the “Vision for Building a Disaster-Resilient Capital ‘Tokyo'” that incorporates additional initiatives regarding measures for compound disasters and the strengthening of flood and earthquake countermeasures, and we have released the”Revised Draft” incorporating additional measures for multi-hazard disaster response and strengthened flood and earthquake countermeasures, and solicited public comments.
We have proceeded with deliberations based on the feedback received and, following confirmation by the Liaison Conference members, have finalized the document as the “Vision for Building a Disaster-Resilient Capital ‘Tokyo’—Revised Edition.
“We will steadfastly implement the initiatives outlined in this vision, continuously strive for improvement, and work together as a united front to build a “Tokyo” that we can responsibly pass on to future generations.
