We’ve significantly expanded our services to provide robust support for condominium management associations and owners!
Advance preparation is necessary to be able to shelter in place at your familiar apartment during a disaster. The Tokyo Metropolitan Government has implemented a system to register and publicize apartments that make it easier to continue living at home even during a disaster as “Tokyo Stay-in-Place Apartments.”
To further support disaster preparedness efforts by management associations and landlords of registered condominiums, we are significantly expanding our subsidy programs and have begun accepting applications. An overview of each subsidy program is provided below.
We encourage you to take this opportunity to utilize these programs and prepare for disasters.

1. Overview of the Subsidy Program

1) Project to Promote the Adoption of “Stay in Tokyo” Apartments

We provide subsidies for the purchase of disaster preparedness supplies and equipment—such as portable toilets, disaster preparedness cabinets for elevators, and food preparation units—for registered apartment buildings.
A. Regular portion
We provide subsidies to registered apartment complexes that conduct disaster drills on their own premises.

Conduct drills to verify the safety of personnel and drills utilizing the purchased disaster preparedness supplies and equipment.
B. Regional Collaboration
We will increase the subsidy rate and the maximum subsidy amount for registered condominiums that conduct joint disaster prevention drills in collaboration with neighborhood associations and other organizations.

Requirements
Must meet the requirements listed in 1), 2), and 3) below.
- 1) Conduct joint disaster prevention drills with neighborhood associations and other groups.
- 2) Conduct a safety check drill in the apartment building
- 3) Engaging in disaster prevention activities in collaboration with neighborhood associations, etc., as described below:
- Metropolitan government support programs (such as “Community and Condominium Disaster Preparedness Drills for Everyone”) and activity grants provided by wards, cities, and municipalities to neighborhood associations and similar groups
- Disaster-preparedness certification programs for apartment buildings and disaster-preparedness agreements administered by municipalities

3) Project to Promote the Installation of Emergency Power Supplies, Solar Power Generation, and V2X Equipment in Residential Buildings in Tokyo

We provide subsidies for the installation costs of the equipment listed in the table below.

[Note 2] If the system is being replaced as part of an integrated update of a power supply required by the Building Standards Act or other regulations, the costs associated with installing that power supply are not eligible for the subsidy.
[Note 3] V2X equipment: Equipment primarily used to charge electric vehicles during normal operations and to supply power from electric vehicles to elevator operations in apartment buildings during power outages.
[Note 4] In principle, solar power generation equipment and V2X equipment are eligible for subsidies only when installed in conjunction with storage batteries.

Emergency power sources, solar power generation systems, and V2X equipment that contribute to a power supply capable of simultaneously or alternately providing water and operating one or more elevators during a power outage

4) Tokyo “Stay in Your Home” Apartment Flood Prevention Equipment Installation Promotion Program

We provide subsidies for the survey, planning, and renovation costs of flood protection equipment designed to safeguard emergency power sources—which enable the simultaneous or alternating operation of water supply and at least one elevator during power outages—in condominiums located in areas designated as flood-prone zones.

5) Tokyo Stay-in Apartments: Project to Promote Measures to Prevent Elevator Entrapments

We will provide subsidies for the installation costs of the “Restart Operation Function [Note 5],” which helps prevent people from being trapped in elevators during a disaster, and the “Automatic Diagnostic and Temporary Recovery Operation Function [Note 6],” which facilitates the early resumption of elevator service after a disaster.

Target Features
Restart function, automatic diagnosis and temporary recovery function
[Note 5] A function that resolves entrapment by bringing the car to the nearest floor and opening the doors, even if the safety device is activated for some reason and the elevator stops before reaching the nearest floor due to the elevator’s earthquake control operation, provided that it is subsequently confirmed that the safety device has returned to its normal state
[Note 6] A function that, following the elevator’s earthquake control operation—which stops the car at the nearest floor and halts operation—mechanically diagnoses the risk of damage to elevator equipment and performs a temporary restoration.

6) Tokyo Stay-in Apartments: Project to Promote the Installation of Manhole Toilets

We provide subsidies for the costs of installing underground drainage pipes to accommodate new manhole toilets, as well as for the installation of rainwater storage tanks used to flush waste from the drainage pipes using rainwater.

2. Dispatch of Experts for Water Supply and Drainage Pipe Inspections

We will dispatch experts free of charge to assess and inspect aging water supply and drainage pipes, propose renovation methods, and provide guidance on how to determine whether toilets are usable after a major earthquake.
We also offer consultations regarding the installation of manhole toilets.
