Power and Communications

As part of its efforts to realize “Zero-Emission Tokyo,” the Tokyo Metropolitan Government aims to ensure that 100% of new passenger cars sold in Tokyo are non-gasoline-powered by fiscal year 2030.
We are pleased to announce that this fiscal year, we will once again provide financial assistance to cover expenses related to the purchase of equipment and construction work for installing charging stations for electric vehicles and plug-in hybrid vehicles in apartment buildings, single-family homes, and other residential properties.
Applications will be accepted starting on Friday, June 26, Reiwa 8.

1. Business Overview

(1) Costs for installing charging equipment in apartment complexes and in Tokyo’s wards, cities, and towns (for public use)

*For ultra-fast and fast charging stations equipped with storage batteries: An additional 3.35 million yen will be added to the upper limit.

Installation Costs
  • Ultra-fast charging equipment: 10/10 [Note 2] (up to 16 million yen)
  • Fast-charging equipment: 10/10 [Note 2] (up to 60,000 yen per kilowatt, with a maximum of 3.09 million yen)
  • Standard charging equipment (including V2H): 10/10 [Note 2]
    (maximum)
    Outlets: 950,000 yen per unit (first unit), 480,000 yen per unit for the second and subsequent units; Non-outlet types: 1,350,000 yen per unit (first unit),680,000 yen per unit for the second and subsequent units.
    For installation in a mechanical parking garage: 1,710,000 yen per unit (first unit), 860,000 yen per unit for the second and subsequent units.
Additional Subsidy for the Installation of Charging Equipment with Communication Capabilities
  • Ultra-fast and fast charging stations: 100,000 yen per unit
  • Standard charging stations (including V2H): 30,000 yen per unit
Cost of installing energy management equipment for remote control: 10/10
  • Maximum of 300,000 yen per unit
Preliminary Construction in Anticipation of Future Charging Station Installation: 10/10
  • Up to 70,000 yen per space (300,000 yen per space for mechanized parking garages)
Power Receiving and Transforming Equipment Renovation Costs
  • When installing charging equipment with a total output of 50 kilowatts or more: 10/10 [Note 2] (up to 4.35 million yen)
Costs for replacing mechanical parking lot pallets: 10/10
  • Maximum of 1.4 million yen per pallet
Solar Power Systems and Battery Storage
  • Purchase and installation costs when applying simultaneously with V2H: 10/10
    (maximum)
    Solar panels: 300,000 yen per kilowatt [Note 3]; Battery storage: 200,000 yen per kilowatt-hour Total cost
    of the solar power generation system and battery storage: 15 million yen

[Note 1] Limited to projects approved under the Ministry of Economy, Trade and Industry’s “Subsidy Program to Promote the Introduction of Charging and Refueling Facilities, etc., for the Popularization of Clean Energy Vehicles.”
[Note 2] This subsidy rate applies to eligible expenses; if combined with other national subsidies, the corresponding amount will be deducted.
[Note 3] When waterproofing work is performed in conjunction with the installation of a solar power system mounting structure on the flat roof of an existing residence: An additional 180,000 yen per kilowatt will be added.

(2) Installation costs for charging equipment in existing single-family homes

  • Charging stations with communication capabilities: 10/10 of equipment costs (up to 300,000 yen per unit; subject to the installation of a solar power generation system or the use of 100% renewable energy electricity (requirements under review))
  • Charging stations without communication capabilities: Installation cost: 25,000 yen per unit (flat rate; requires installation of a solar power system or use of 100% renewable energy)

(3) Operating Costs Following the Installation of Charging Equipment in Apartment Buildings

Main Eligibility Requirements

  • To install charging equipment in an apartment complex, a new “single consumer location, multiple service connections” electricity contract must be established.
  • Charging stations must be installed in accordance with the number of parking spaces.

Eligible Expenses, etc.

For new electricity contracts utilizing the “Single Point of Use, Multiple Service Connections” option, the cap on the basic charge (for up to 3 years) is 180,000 yen per year (low voltage) and 3.34 million yen per year (high voltage).

(4) Maintenance and management costs for public charging facilities in Tokyo’s wards, cities, and towns

Eligible Equipment for Subsidies

Public ultra-fast and fast charging stations for which funding has been approved under the charging infrastructure installation subsidy program

Eligible Expenses, Subsidy Rates, etc.

  • Maintenance costs, etc.: 10/10, up to 400,000 yen, for a maximum of 3 years
  • Electricity charges (base rate): 1/10 or more
    ; Ultra-fast charging equipment: Up to 3.34 million yen, for up to 8 years
    ; Fast charging equipment: Up to 660,000 yen, for up to 8 years
