We are launching the FY2026 Subsidy Program for the Deployment of OpenRoaming-Compatible Wi-Fi Using Vending Machines

Based on the “Connected Tokyo” Development Policy and Three-Year Action Plan covering fiscal years 2024 through 2026, the Tokyo Metropolitan Government is working to expand public Wi-Fi throughout the city that supports OpenRoaming—a safe and convenient international standard—in order to better respond to disasters and accommodate international visitors.To further accelerate
this initiative, starting in fiscal year 2025, the city is providing support for the installation of OpenRoaming-compatible Wi-Fi using vending machines located in areas with high foot traffic, such as around major train stations and in parks. Applications for subsidy grants
for fiscal year 2026 are now being accepted as follows.

Grant Program for the Deployment of OpenRoaming-Compatible Wi-Fi Using Vending Machines

We support vending machine operators and telecommunications providers in setting up OpenRoaming-compatible Wi-Fi networks.

Maximum subsidy amount

500,000 yen per location

Eligible Businesses

  • A telecommunications carrier as defined in Article 2, Item 5 of the Telecommunications Business Act (Act No. 86 of 1984)
  • A vending machine operator with at least three years of experience in the installation, operation, and maintenance of vending machines, and who is responsible for the maintenance of the machines

Application Period

Tuesday, April 28, 2026 – Friday, January 29, 2027 (tentative) *Applications accepted on a rolling basis

Features of OpenRoaming-compatible Wi-Fi

Avoiding risks such as eavesdropping

Wi-Fi networks compatible with OpenRoaming encrypt the wireless connection and automatically connect to compatible access points, thereby preventing risks such as eavesdropping or being redirected to spoofed access points.

International standards that ensure safety and convenience

By expanding public Wi-Fi that supports OpenRoaming—a secure and seamless international standard—throughout Tokyo, we will ensure the security and convenience of communication while also making a significant contribution to supporting inbound tourism.

Reference: What is OpenRoaming?

This refers to the international Wi-Fi interoperability framework established by the Wireless Broadband Alliance (WBA), an industry association for public Wi-Fi service providers.

Our Initiatives to Date

Installation of Wi-Fi in Tokyo Metropolitan Government Facilities

  • As of the end of fiscal year 2024, facilities had been established at 859 locations, including the Museum of Contemporary Art Tokyo and health centers on remote islands
  • As of the end of fiscal year 2025, facilities have been established at approximately 1,100 locations, including the Tokyo International Exhibition Center and the Tokyo Metropolitan University

Support for Wi-Fi Installation in Municipal Facilities

  • Starting in fiscal year 2024, technical and financial support will be provided to municipalities that install OpenRoaming-compatible Wi-Fi
  • As of the end of fiscal year 2025, financial support was provided to approximately 200 locations

Wi-Fi Installation and Awareness Campaign Using Public Phone Booths

  • In August 2025, we signed an agreement with NTT East, Inc. and began deploying OpenRoaming-compatible Wi-Fi using public telephone booths located in areas with high foot traffic, such as around major train stations and in parks.
  • As of the end of fiscal year 2025, approximately 300 locations have been developed

  • In January 2026, we signed a Memorandum of Understanding (MOU) with the Wireless Broadband Alliance (WBA) regarding a partnership for OpenRoaming-compatible Wi-Fi
