We support product development and improvements that contribute to zero emissions

Amid the worsening climate crisis and significant changes in social conditions, the Tokyo Metropolitan Government has formulated the “Zero Emission Tokyo Strategy: Beyond Carbon Half” and set new targets to reduce greenhouse gas emissions by 2035.To achieve this goal, the Tokyo Metropolitan Government and the Tokyo Metropolitan Small and Medium Enterprise Support Corporation are implementing the “Business Transformation Support Program for Promoting Zero Emissions.” This program aims to encourage small and medium-sized enterprises (SMEs) in Tokyo to enter zero-emission-related industries and to promote the development of zero-emission technologies and products, as well as the expansion of sales channels. The product development grant under this program provides partial funding for expenses incurred by SMEs in Tokyo engaged in the development or improvement of products that contribute to zero emissions.

1. Business Overview

Eligible Recipients

Individual application

Small and medium-sized enterprises that are actually conducting business in Tokyo

Joint Application

Groups of small and medium-sized enterprises or associations of small and medium-sized enterprises in Tokyo

Application Requirements

The product or technology must fall under one of the following categories listed in the “Zero Emission Tokyo Strategy: Beyond Carbon Half” formulated by the Tokyo Metropolitan Government

  • Policy 1: Making Renewable Energy a Mainstay of the Energy Supply
  • Policy 2: Expansion of Zero-Emission Buildings
  • Policy 3: Promoting Zero-Emission Mobility
  • Policy 4: Expanding the Adoption of Hydrogen Energy
  • Policy 5: Transition to a Circular Economy (Promoting Sustainable Resource Use, Plastic Reduction, and Food Loss Reduction)
  • Policy 6: Measures to Address Fluorocarbons
  • Policy 7: Promoting Climate Change Adaptation Measures

Eligible Expenses

Costs of raw materials and supplies, costs of machinery, equipment, and tools, outsourcing and subcontracting costs, direct labor costs, and rent for real estate

Grant rate

Up to two-thirds of eligible expenses

Maximum grant amount

Individual application

15 million yen

Joint Application

30 million yen

Eligibility Period

Up to 1 year and 6 months from the date of the grant decision*
: Monday, February 1, 2027 – Monday, July 31, 2028

Applications will be accepted via the government-provided electronic application system “J-Grants” (link to external site).
To use J-Grants, you must obtain a “G-Biz ID Prime Account.”
