The Tokyo Metropolitan Government has entered into agreements with each ward and city to utilize vacant units in Tokyo Metropolitan Housing and similar facilities as emergency shelters in the event of large-scale flooding, should residents of these housing complexes and surrounding areas not have sufficient time to evacuate to designated evacuation sites.
We are pleased to announce that we have recently signed a new agreement with Shinagawa Ward.
Going forward, we will continue to strive to strengthen our disaster response capabilities by utilizing the stock of Tokyo Metropolitan Government-owned housing and other facilities to ensure the safety and peace of mind of Tokyo residents during disasters.

1. Name of the Agreement

Agreement on the Use of Vacant Units in Tokyo Metropolitan Public Housing and Other Facilities as Emergency Evacuation Sites During Floods

2. Main Provisions of the Agreement

• In response to requests from the wards, the metropolitan government provides a list of residential units that can be used as emergency evacuation shelters during floods each fiscal year.
• When the ward determines that there is a risk of flooding, it requests that the metropolitan government make vacant housing units available, and the metropolitan government temporarily provides those units to the ward free of charge.
• The ward is responsible for managing and operating residential units used as emergency shelters.
• After the floodwaters recede and the relocation to designated evacuation sites and other locations is complete, the ward will return the housing units to the metropolitan government.

Thursday, July 16, Reiwa 8

*This agreement is identical to those concluded with Adachi Ward, Hachioji City, Kiyose City, Kita Ward, and Katsushika Ward in Reiwa 2; with Itabashi Ward, Komae City, Inagi City, and Koto Ward in Reiwa 4; and with Sumida Ward in Reiwa 7.
