Green hydrogen production facility development: Selected operator selected

As part of its efforts to expand demand for hydrogen energy and accelerate its social implementation within the city, the Tokyo Metropolitan Government is aiming to operate a green hydrogen production facility, which will also be equipped with megawatt-class solar power generation equipment, at the Central Breakwater Outer Landfill Site (Koto Ward, Tokyo), where landfilling is currently underway, by making effective use of the time until completion.
We are pleased to announce that a public call for applications was made from Monday, May 12, 2025 to Friday, June 6, 2025 to select businesses to work on this initiative in collaboration with the Tokyo Metropolitan Government. After a screening process that included external experts, the selected businesses have now been selected.

Tokyo is also developing a green hydrogen production facility in Keihinjima, Ota Ward (scheduled to be partially operational in fiscal year 2025) as a large-scale green hydrogen production project within Tokyo that will produce more than 100 cubic meters of hydrogen per hour (hydrogen at 0 degrees Celsius and atmospheric pressure). This project will be the second such project.
This project is an initiative to promote the “Tokyo 2050 Strategy.”
