The Tokyo Resilience Project positions “evacuation guidance for underground shopping malls and other areas” as a leading project to protect Tokyo residents from increasingly severe wind and flood damage. Until now, the Tokyo Metropolitan Government has been implementing flood prevention measures by providing guidelines for underground spaces such as underground shopping malls through the “Tokyo Metropolitan Government Guidelines for Flood Prevention in Underground Spaces (September 2008).”
17 years have passed since the guidelines were established, and the environment surrounding underground spaces has changed due to factors such as climate change and the development of rivers and sewerage systems, so the guidelines have now been revised.
The revisions will also include efforts to strengthen disaster prevention capabilities using technologies such as ICT and AI, and will serve as guidelines for owners of small and medium-sized buildings and private homes with basements and underground parking lots, as well as managers of large underground shopping malls, to ensure the safety of underground spaces.
Based on the revised guidelines, the Tokyo Metropolitan Government will continue to work with local governments and underground space managers, who have many opportunities to interact directly with Tokyo residents, to further advance measures to prevent flooding in underground spaces.
