Tokyo has concluded agreements with each ward and city to use vacant dwellings in public housing and other buildings as emergency evacuation sites in the event of a large-scale flood if residents of public housing and the surrounding areas do not have enough time to evacuate to evacuation sites.
We are pleased to announce that we have recently concluded a new agreement with Sumida Ward.
In the future, we will continue to strive to strengthen our disaster response capabilities by utilizing our stock of public housing and other facilities in order to ensure the safety and security of Tokyo residents in the event of a disaster.

1 Name of agreement

Agreement on the use of vacant dwellings in metropolitan housing, etc. as emergency evacuation sites in the event of flooding

2 Main contents of the agreement

  • Every year, the Tokyo Metropolitan Government provides a list of housing units that can be used as emergency evacuation sites in the event of a flood, at the request of each ward.
  • When a ward determines that there is a risk of flooding, it requests the Tokyo Metropolitan Government to use vacant housing units, and the Tokyo Metropolitan Government provides the ward with these units temporarily free of charge.
  • The management and operation of the facility as an emergency evacuation site will be carried out by the ward.
  • After the water subsides and residents have been relocated to their original evacuation sites, the ward will return the residences to the Tokyo Metropolitan Government.

3 Date of conclusion of the agreement

*This is similar to the agreements regarding the use of vacant metropolitan housing and other buildings as emergency evacuation sites in the event of flooding that were concluded with Adachi Ward, Hachioji City, Kiyose City, Kita Ward, and Katsushika Ward in fiscal year 2020, and with Itabashi Ward, Komae City, Inagi City, and Koto Ward in fiscal year 2022.
