Call for business operators for hydrogen pipeline feasibility study, etc.

As part of its efforts to ensure a stable supply of energy and decarbonize the city, the Tokyo Metropolitan Government is aiming to expand demand for hydrogen energy and quickly implement it in society.
In April 2024, with an eye on the possibility of receiving hydrogen from overseas in the future, the public and private sectors jointly established the Hydrogen Supply System Study Council (hereinafter referred to as the “Council”) to consider a hydrogen supply system in Tokyo, including a pipeline, and have been promoting discussions toward establishing a hydrogen supply system.
METI hereby announces that it is calling for business operators to conduct feasibility studies, preliminary designs, etc. for large-scale hydrogen utilization and supply, which will involve the laying of pipelines, in the waterfront area of the airport.

The Tokyo Metropolitan Government is seeking businesses to work with the Tokyo Metropolitan Government to conduct feasibility studies and preliminary designs for the three stages of large-scale hydrogen supply and utilization through measures such as laying pipelines in the waterfront area of the airport, as outlined by the Council.
Stage 1 (Making a dot)
Create hydrogen demand points through hydrogen boilers, mobility, industrial use, hydrogen stations, etc.
Stage 2 (increase the dots)
In Stage 1, expand hydrogen demand by creating demand in the surrounding area and involving businesses.
Stage 3 (Connecting the dots)
Stage 2, Connect hydrogen demand points with pipelines, etc. to build a hydrogen supply system.

3 Project implementation method
- Based on the submitted proposals and presentations on the day of the screening, a screening committee set up by the metropolitan government will conduct a rigorous screening and select the business operator (group applications are accepted).
- The project will be carried out after an agreement is signed with the selected operator.
4 Providing information to the Council for the Study of Establishing a Hydrogen Supply System in Tokyo, including Pipelines
As necessary, reports on the progress of this project will be provided to member companies and other parties of the “Conference to Consider Establishing a Hydrogen Supply System in Tokyo, Including Pipelines,” established by the TMG, in order to promote efforts toward expanding hydrogen demand in the future and establishing a large-scale hydrogen supply system.
*Information will be provided to member companies etc. in advance after coordination with the business operators, including the method etc.
This project is an initiative to promote the “Tokyo 2050 Strategy.”
