Green Hydrogen Leading User Certification Program now accepting applications

Tokyo is working to expand demand for hydrogen energy within the city and to quickly implement it in society.
Promoting the use of hydrogen derived from renewable energy electricity (green hydrogen) is important to ensure a stable supply of energy while achieving decarbonization, and we have established a system to certify businesses that have taken the lead in the use of green hydrogen within Tokyo. We publicize these certified businesses and provide subsidies for the amount of green hydrogen they use.
We are now accepting applications for this system.
Overview of the Green Hydrogen Leading Business Certification Scheme (applications accepted from today)

*This time, we will certify businesses that have a track record of use in fiscal year 2024.

Remarks
This applies to green hydrogen used by the applicant within the applicable business premises.
The certification is valid from October 1, 2025 to September 30, 2026.
(Certification is given annually based on the performance of the previous year.)
A logo mark is available for certified companies to use. Details of subsidy payment will be provided separately.

Key points of the FY2025 system expansion
Hydrogen ST operators added to certification list
Commercial hydrogen station operators who fill and supply green hydrogen will be added to the existing category of certification targets.

Establishment of a new category for “small amount of use”
A new category will be established to certify usage methods that consume less hydrogen, such as for research purposes and BCP purposes in emergencies.

At the Technical Research Institute (Kiyose City), green hydrogen is produced using solar energy, and the hydrogen energy produced there is used to power facilities within the base.
By combining the results of other hydrogen projects both domestically and internationally, we aim to build a supply chain for the provision of high-quality, low-cost hydrogen.

On-site type (local production for local consumption)
At Onko Soushin no Mori NOVARE (Koto Ward), we have constructed a hydrogen utilization system called “Hydro Q-BiC(R)” that produces green hydrogen using solar power, stores it inside the building in an absorbing alloy with a low risk of ignition, and optimally manages the energy within the facility, including for power supply and heat utilization.
We have begun implementing this system in multiple buildings, with the aim of further expanding its use.


This project is an initiative to promote the“Tokyo 2050 Strategy.”
