Promoting energy management to optimize supply and demand

The Tokyo Metropolitan Government is working to implement advanced energy management measures to maximize energy efficiency in order to achieve “Zero Emission Tokyo.”
As renewable energy becomes the mainstream, adjustment capabilities such as demand response (DR) [Note 1] are becoming increasingly important. As a result, the Tokyo Metropolitan Government will renew its existing businesses [Note 2] to further optimize electricity supply and demand, and will begin providing support for the introduction of equipment necessary for energy management systems (EMS) [Note 3] and aggregation businesses (ERAB) [Note 4] from fiscal year 2025.
[Note 1] To increase or decrease power consumption depending on the operation status of renewable energy sources in order to stabilize the power supply grid.
[Note 2] The following two projects will end in FY2024 (new applications are no longer accepted)
“Project to promote energy management using thermal storage tanks, etc.” and “Project to support aggregation businesses using distributed energy resources such as storage batteries.”
[Note 3] An energy management system required to visualize energy usage and achieve energy conservation through remote and automatic control.
[Note 4] A business that bundles energy resources such as renewable energy and storage batteries, and adjusts the supply and demand of electricity in the market or among multiple consumers using DR and other methods.
Key points of support: Expansion of the FY2024 program
- To further optimize supply and demand, we provide comprehensive support to businesses that are implementing EMS and working on ERAB
(enhancing support for initiatives with an eye on ERAB and market supply) - Expanding the scope of supported facilities (energy storage facilities) to further secure adjustment capacity
- In addition to responding to tight supply and demand and saving electricity, it also supports various DR and dynamic pricing.
(Dynamic pricing: increasing or decreasing electricity rates according to electricity demand.)
1 Business Overview
(1)Eligible projects
1)EMS classification
Introduction or renovation of EMS or energy storage facilities [Note 5] for visualization of energy usage and optimization of facilities (remote and automatic control, etc.) with the aim of changing the behavior of consumers
2)ERAB classification
For the purpose of implementing ERAB, construction and renovation of the system infrastructure necessary for constructing a VPP, introduction of renewable energy, energy storage facilities [Note 5], and communication equipment
[Note 5] Storage batteries, heat storage tanks, etc.
(2)Eligible businesses
1)EMS classification
A person who has a head office or a branch office in Tokyo and meets either A or B below.
A. Business operators who own or use business establishments within the jurisdiction of Tokyo Electric Power Company (when ERAB is implemented) or within Tokyo
B. A registered aggregator or retail electricity supplier for this project that will introduce EMS to the business operators listed in A.
2)ERAB classification
A business operator that has its head office or branch office in Tokyo and operates an ERAB that includes business establishments in Tokyo within the jurisdiction of TEPCO, or a registered aggregator for this business
