Supporting the introduction of cogeneration systems

In order to realize “Zero Emission Tokyo,” the Tokyo Metropolitan Government is strengthening its efforts to make effective use of energy, including supporting the implementation of energy management that optimizes supply and demand.
We are pleased to announce that we have established a new subsidy program to support the introduction of cogeneration systems (CGS), which are expected to be used as an effective balancing force as the introduction of renewable energy continues to expand, and that we will begin accepting applications for fiscal year 2025.
Key points of new support
- To ensure adjustment capacity as renewable energy becomes more widely used, support for area-wide interchange in large-scale developments, etc. will be enhanced.
(Preferential subsidy rates for area-wide interchange, such as large-scale development in urban areas using national subsidies) - In response to the arrival of the renewal period for CGS installed after the Great East Japan Earthquake, requirements have been set to make it easier for small and medium-sized enterprises to introduce
(taking into consideration the installation of CGS in narrow urban areas, there is no requirement for co-installation with renewable energy (solar power generation, etc.))
1 Business Overview
(1)Eligible projects
Any of the following businesses in buildings within Tokyo:
- New installation and connection of CGS and heat and power interchange infrastructure
- A project to install new heat and power interchange infrastructure and connect it to an existing CGS
(2)Eligible businesses
Private businesses (excluding national and local governments, etc.)
(3)Subsidy rate and maximum subsidy amount
For large companies
Thermoelectric conversion | Eligible facilities | Subsidy rate | Maximum Grant Amount |
Do [Note 1] | CGS[Note 2] | 1/2 [Note 3] | 400 million yen |

Not done | CGS[Note 2] | 1/4 [Note 3] | 200 million yen |
For small and medium-sized enterprises

No question | CGS[Note 2] | 1/2 | 400 million yen |
Heat and power interchange infrastructure | 100 million yen |
[Note 1] Including connection and expansion to existing area-based interchange infrastructure
[Note 2] Including hydrogen co-firing
[Note 3] The subsidy rate applies to all eligible expenses for this project, even when combined with national subsidies.
(4)Main requirements for grant funding
- Implement energy management in buildings where CGS is installed and in buildings that are supplied with electricity, and establish a system that enables the implementation of demand response.
- Secure temporary accommodation facilities in the event of a disaster in buildings where CGS is installed or buildings that are supplied with supplies, and publicize this on the Internet, etc.
(Small and medium-sized enterprises may also make efforts to ensure the safety of employees based on the guidelines [Note 4])
[Note 4] “Guidelines for measures to deal with stranded people returning home in the event of a large-scale earthquake”
(5)Project period
From FY2025 to FY2012 (subsidy applications are accepted until FY2018)
(6)Fiscal year 2020 application period
