The Tokyo Metropolitan Government would like to announce that it will conduct a comprehensive disaster prevention drill in collaboration with Edogawa Ward, as detailed below.

1. Training Overview

2026 Tokyo Metropolitan Government and Edogawa Ward Joint Comprehensive Disaster Prevention Drill

Purpose

  • Improving disaster response capabilities through practical training for government agencies and disaster prevention organizations
  • Raising Disaster Preparedness Awareness Among Tokyo Residents Through Participation in Training

Date and Time

Friday, July 3

  • Headquarters Deliberation Drill: 9:00 a.m. to noon
  • Emergency Relief Supplies Transport Drill (Scheduled for the morning)

Saturday, July 4

  • Evacuation Drill: 9:00 a.m. to 2:30 p.m.

Sunday, July 5

  • Rescue and Evacuation Drill: 11:00 a.m. to 11:45 a.m.
  • Emergency Relief Supplies Transport Drill: 8:00 a.m. to noon
  • Exhibits and Hands-On Activities: 10:00 a.m. to 1:00 p.m.
  • Medical Rescue Drill (Scheduled for the morning)
  • Training in Autopsies, Postmortem Examinations, and Identification of Deceased Persons (Scheduled for the morning)
  • Training to Establish a System for Receiving Overseas Aid (Scheduled for the morning)

Potential disasters

Flooding and other damage caused by the approach of an extremely large and intense typhoon during the recovery and reconstruction phase following a major earthquake with its epicenter in the 23 wards of Tokyo

  • Training to Enhance Disaster Response Capabilities of Government Agencies and Organizations
  • Training Simulating Large-Scale Wind and Flood Disasters, Taking into Account the Regional Characteristics of the Eastern Lowlands

*This year, we will conduct a drill simulating large-scale wind and flood disasters, taking into account the unique characteristics of the Eastern Lowlands area in Edogawa Ward. Since it is most effective to hold the drill before the peak of the heavy rain season, we have scheduled it for July.

1) Headquarters Deliberation Drill

Tokyo Metropolitan Government Building No. 1

In anticipation of an extremely large and powerful typhoon approaching, we established a disaster response headquarters and conducted meetings of the headquarters as well as teleconferences.

2) Emergency Relief Supplies Transport Drill

Kasai Truck Terminal, etc.

To facilitate the water transport of emergency relief supplies, we are transporting them by vehicle to regional distribution centers and other facilities

Evacuation Drills

National Olympic Memorial Youth Center, etc.

In anticipation of an extremely large and powerful typhoon approaching, we will issue information regarding wide-area evacuations, open and operate wide-area evacuation shelters, and receive evacuees.

(3) Sunday, July 5, 2026

1) Rescue and Evacuation Drill

Hirai Sports Park

Assuming a scenario in which, following the typhoon’s closest approach, large-scale flooding in the low-lying eastern areas—particularly in Edogawa Ward—results in a large number of people in need of rescue, requiring rescue operations, we will conduct information gathering using drones and other means, as well as rescue operations by disaster response agencies such as the police, fire department, and Self-Defense Forces.

2) Hands-on training

Hirai Sports Park

With a focus on a wide range of disasters, including wind and flood damage and earthquakes, the event features exhibits and demonstrations by various Tokyo Metropolitan Government bureaus and disaster prevention agencies responsible for lifelines, allowing residents to experience practical disaster prevention measures through hands-on training. It also includes performances by the Tokyo Fire Department Band and other groups, helping to raise public awareness of the daily activities of these disaster prevention organizations.

3) Emergency Relief Supply Transport Drill

Kasai Truck Terminal, Kasai Rinkai Park, Disaster Prevention Boat Landing (Hirai), etc.

Following the passage of the typhoon, which caused widespread flooding throughout the ward, we transported emergency relief supplies to evacuation centers and isolated households by road from regional distribution centers to disaster response landing sites, and also conducted water transport operations in anticipation of conditions where ships and boats could be utilized.

4) Medical Rescue Training

Komatsugawa Junior High School, Edogawa Ward

Training on initial medical care for the injured was conducted through collaboration among the metropolitan and ward health and medical departments, medical associations, dental associations, pharmacists’ associations, the Japanese Red Cross Society, and other organizations

5) Training in Post-Mortem Examinations, Autopsies, and Identification

Former Komatsugawa First Junior High School

Training on autopsies, post-mortem examinations, and identification was conducted through collaboration between the police, medical associations, dental associations, and other organizations

6) Training to establish a system for receiving international aid

Tokyo Waterfront Wide-Area Disaster Prevention Park

Conducted a drill to confirm procedures for accepting and coordinating with international assistance
